The occasion: Mrs. Roosevelt was being sworn in as Mayor La Guardia's assistant in the Office of Civilian Defense, just a few months before Pearl Harbor and America's entry into World War II. Mrs. Roosevelt's title was Assistant Director of the Office of Civilian Defense.
