Joe Biden holds two babies

Vice President Joe Biden holds what appear to be twin babies during a ceremonial swearing ceremony of commerce secretary Gary Locke and Health and Human Services secretary Kathleen Sebelius. This was in the East Room of The White House on May 1, 2009, a few months after Biden became vice president. The babies are unidentified, as are the other adults in the photo; they are definitely not Kathleen Sebelius and Gary Locke.
