A carnival participant dressed as Osama Bin Laden is seen in the African country of Cape Verde on September 20, 2003. That was just over two years after the 9/11 attacks masterminded by Osama Bin Laden. We're going to guess that the toy airplane wrapped in the American flag represents the airplanes used in the 9/11 attacks on the World Trade Center in New York City, although the meaning of this whole tableau is unclear.
